我国旅游产业基金发展的政策瓶颈与优化对策

Policy Bottleneck and Optimization Countermeasures of Tourism Industry Fund Development in China

随着我国旅游业的快速发展,旅游产业基金受到了广泛关注,在经济社会发展中发挥出越来越重要的作用。论文对我国旅游产业基金的相关政策进行了系统分析,研究发现,我国已经形成了包括国家法律、国务院文件、各部门政策等在内的旅游产业基金政策体系,既有促进政策,也有规范约束政策。旅游产业基金的政策瓶颈主要有缺乏统一的政策协调机制、缺乏从旅游视角出发的金融支持政策、促进政策工具不足、政策创新空间受限等。在此基础上,论文从整体制度设计、拓展监管政策创新空间、优化促进路径、做好政府引导型旅游产业基金政策创新以及健全综合服务政策等方面提出了旅游产业基金政策优化的建议。

In recent years,tourism industry fund of China,which has been widely concerned,gradually became an important forece of economic and social development.The article analyzes the policies of tourism development fund systematically,and finds that our country has formed a tourism industry fund policy system including national laws,documents of the State Council and policies of various departments,which can be divided into promotion and constraint policies.But in the meantime,there exists some bottlenecks such as uncoordinated policies,lacking finance support policies from tourism perspective,lacking promotion policy tools and limited space of policy innovation.Finally,some optimization advices are proposed,including the design of a comprehensive system,the expansion space of regulatory policies,the optimization of promotion paths,the policy innovation of government-guide tourism industry funds and the enhancement of comprehensive service policies.
