多元化激励体系驱动氢能产业可持续发展

Diversified Incentive System Drives Sustainable Development of the Hydrogen Energy Industry

近年来,我国持续加速布局氢能产业,氢能在制储输用各环节的多项关键材料与核心技术取得突破性进展,但产业面向下一步规模化、商业化应用仍存在诸多难点.政策是氢能市场创设期的重要支撑,当前我国氢能产业激励政策对地方财政依赖严重,覆盖场景较为单一,支持手段颇为局限,激励效果出现边际效益递减的现象,亟需科学系统的激励体系予以精准支持.本文对中国氢能产业激励政策现状进行归纳总结,借鉴欧盟、德国、美国、日韩等主要经济体优秀经验,为进一步完善我国氢能产业政策激励体系,实现产业可持续发展提出相关建议.

In recent years,China has accelerated the development of the hydrogen energy industry.A number of key materials and core technologies of hydrogen energy have made breakthroughs,from generation,storage and transport to terminal use.However,there are still many challenges for the next step of large-scale and commercial application.As the key support for the establishment of hydrogen market,the current incentive policy of China relies heavily on local finance,with limited scenarios and instruments.The marginal benefit of incentives appears to decline as well.There is an urgent need for a scientific,precise and systematic incentive system.This paper summarizes the status of hydrogen incentive policies in China.Drawing on the best practice of developed countries such as the EU,Germany,US,Japan and Korea,the paper proposes relevant suggestions to further improve the incentive policy system and to achieve sustainable development of the hydrogen energy industry in China.
