摘要
因层级与类别上管理机制没有理顺,县乡两级与学校本身管理制度尚未健全,以及学校管理能力有待提升,致使当前我国乡村学校管理难以高效运行。乡村学校管理高效运行的关键是县、乡、村三级学校管理主体的关系处理及其机制理顺,而其核心又在于强化乡镇一级学校教育管理机构的地位与作用、强化县教育局对乡镇学校教育的管理职责与权能、健全完善乡村学校各项管理规章制度。为此,新时代乡村学校管理可采取“县教育局-乡镇中心学校-校区”的运行模式,以乡镇为单位组建九年一贯制中心学校作为乡镇教育统一管理机构,以完全小学和村小为重点完善乡村学校办学条件,以内外规章建制为核心建立健全各项学校管理运行制度。
The current school management at the township level in China is difficult to run efficiently due to the lack of logical organization of management mechanisms in terms of hierarchy and category,the lack of sound management systems at the county and township levels and in the schools themselves,and the lack of improvement in the ability of the schools to build management systems.The key to the efficient operation of the management in the rural schools lies in the relationship treatment and the logical mechanism organization of the management bodies at three levels,county,township and village.And the core of it is strengthening the status and role of education management agencies in the township-level schools,strengthening the county educational bureau's responsibility and authority for the management of township school education,and strengthening the integrity and improvement of school management systems.Hence,the management of rural schools in the new era can adopt the operation mode of"county educational bureau-nine-year central schools-village primary schools":set up nine-year central schools as unified management institutions of education in township units,improve the conditions of rural schools by focusing on the complete elementary schools and village primary schools that are not integrated into the central schools,and establish a sound school management operation system with internal and external regulations as the core.
