Problems and Countermeasures of Family Pension in Harbin

近年来,哈尔滨市人口老龄化问题日益凸显,表现出“高龄化”、“空巢化”、“家庭小型化”等新型特征。基于此,以哈尔滨市老年人家庭养老方式为研究对象,客观剖析哈尔滨市家庭养老的主要影响因素,发现了养老保险覆盖、养老保障体系、养老资源分散等问题,并初步探索提出了关于养老保障体系建设、养老服务体系建设以及资源配置引导的家庭养老服务若干对策。

In recent years, the problem of population aging in Harbin has become increasingly prominent, showing new characteristics such as“aging”, “empty nest”, and “family miniaturization”. Based on this, taking the family pension mode of the elderly in Harbin City as the research object, the paper objectively analyzes the main influencing factors of family pension in Harbin City, finds out the problems of pension insurance coverage, pension security system, pension resource dispersion and so on, and preliminarily explores and puts forward several countermeasures on the construction of pension security system, pension service system, and family pension service guided by resource allocation.
