面向突发事件应急管理的档案利用策略

Archives Utilization Strategy for Emergency Management

新修订的《档案法》要求健全突发事件应对活动档案利用机制,加强档案研究为突发事件应对活动提供文献参考和决策支持。面向突发事件应急管理提供档案利用,既是提升突发事件应急管理能力的现实需要,也是发挥档案价值的重要举措。突发事件应急管理对档案利用需求具有提前预备、瞬时响应、精准供给、动态感知的特征,而档案利用还存在缺乏协同服务机制、全程服务策略、深度开发模式、共享利用平台的问题。提出利用策略:一是健全“组织-制度-信息”协同服务机制,二是实施“事前-事中-事后”全程服务计划,三是采取“应急处置-风险防控”开发进阶模式,四是构建“单位-区域-国家”共享利用平台。

The newly revised Archives Law of the People’s Republic of China requires improving the archives utilization mechanism of emergency response and strengthening archives research to provide literature reference and decision support.Providing archives utilization for emergency management is not only a practical need to improve the emergency management capacity,but also an important measure to exert the value of archives.The demand for archives utilization of emergency management has the characteristics of advance preparation,instantaneous response,accurate supply and dynamic perception,while there are still issues like lack of collaborative service mechanism,lack of full-process service plan,lack of in-depth development model,and lack of sharing platform.Strategies are proposed:improving the collaborative service mechanism of“organization-system-information”,implementing the full-process service plan,adopting the progressive development model of“emergency disposal-risk prevention and control”,and building an“organization-region-country”sharing platform.
