乡村振兴背景下广西村干部财经素养研究

Research on the Financial Literacy of Guangxi Village Cadres under the Background of Rural Revitalization

乡村振兴战略对村干部的财经素养提出了更高的要求。基于前人相关研究,文章利用调查研究的方法对广西村干部的财经素养进行了研究。研究发现广西村干部财经素养整体意识有待提高、“三务”公开制度有待规范、村干部教育培训有待深入、村干部队伍结构有待优化、村干部财经纪律有待加强。针对现状从教育培训机制、村干部队伍结构、待遇保障激励政策、干部队伍建设意识等方面分析了原因。最后从强化教育培训提高村干部财经素养、优化村干部队伍结构激发生机活力、完善保障激励机制提高干部待遇等方面提出了提高村干部财经素养的路径。

The rural revitalization strategy puts forward higher requirements for the financial literacy of village cadres.Based on previous studies,this paper researches the financial literacy of village cadres in Guangxi by the method of investigation.The research found that the overall awareness of Guangxi village cadres'financial literacy needs to be improved,the"three affairs"open system needs to be standardized,the education and training of village cadres needs to be deepened,the structure of village cadres needs to be optimized,and the financial and economic discipline of village cadres needs to be strengthened.In view of the current situation,this paper also analyzes the reasons from the aspects of the education and training mechanism,the team structure of the village cadres,the incentive policy of the salary guarantee,and the consciousness of the construction of the cadres.Finally,the paper proposes paths to improve the financial literacy of village cadres from the aspects of strengthening education and training,optimizing the structure of village cadres to stimulate vitality,improving the protection and incentive mechanism and improving the treatment of cadres.
