新乡贤参与农村基层治理的实践经验与启示--以福建省晋江市S村为例

The Practical Experience and Enlightenment of New Rural Sages'Participation in Rural Grassroots Governance--Taking S Village,Jinjiang City,Fujian Province as an Example

乡村振兴战略背景下,如何推动新乡贤作为非制度性群体参与基层治理是实现农村基层治理水平现代化的题中应有之义。新乡贤该如何定义,具备怎样的特点,如何发挥作用,一直以来都是人们讨论的热点问题。通过实地走访调研晋江市S村,结合当地特色,概括出新乡贤参与乡村治理的实践经验,就如何推动新乡贤参与农村基层治理得出四方面启示:明确主体标准,提高新乡贤合法地位;以乡愁为纽带,强化新乡贤情感认同;出台福利政策,激发新乡贤内生动力;健全组织制度,发挥新乡贤力量优势。

Under the background of rural revitalization strategy,how to promote the participation of new rural sages as non-institutional groups in grassroots governance is the proper meaning of realizing the modernization of rural grassroots governance.How to define the new rural sages,what characteristics they have,and how to play a role have always been hot issues discussed by people.Through on-the-spot investigation of S village in Jinjiang city,combined with the local characteristics,this paper summarizes the practical experience of new rural sages to participate in rural governance,and draws four inspirations on how to promote new rural sages'participation in rural grass-roots governance:clear subject standard,improve the legal status of new rural sages;take homesickness as a link to strengthen the emotional identity of new rural sages;introduce welfare policies to stimulate the endogenous motivation of new rural sages;improve the organizational system,and give full play to the strength advantages of new villagers.
