华北电网大面积停电区域应对机制研究 被引量:2

摘要 从安全应急管理的角度出发,研究了大面积停电区域应对机制,以华北电网为例对应急指挥、应急联动以及应急资源调配机制进行分析,认为:应急指挥中心是大面积停电事件应对处置的核心机构,而应急专家组应为事件应对提供信息收集、灾情研判、抢修恢复、联动协调等方面技术支持;建立政企联动的“外循环”联动机制以及电力企业内部的“内循环”联动机制,超前部署应急队伍与应急物资装备,对于提升大面积停电应急处置效率具有积极意义。 From the perspective of emergency management,studies are carried out on the regional response mechanism of large-scale blackouts,and analyses are made on North China power grid,for example,in its emergency command,emergency linkage and emergency resource allocation mechanism.It is thought that the emergency headquarters is the core organization for the response and disposal of large-scale blackouts,and the emergency expert group should provide technical support for event response in terms of information collection,disaster research and judgment,emergency repair and recovery,linkage and coordination,etc.,and meanwhile,establishing the"external circulation"linkage mechanism of government-enterprise linkage as well as the"internal circulation"linkage mechanism inside power enterprises,and deploying emergency teams,emergency materials and equipment in advance are of positive significance to improve the emergency response efficiency of large-scale blackouts.
