摘要
向数字经济转型的经济体给低技能劳动力带来了巨大挑战,掌握数字技能以实现体面就业是其消除相对贫困的关键。国际劳工组织致力于面向农民、青年、女性等低技能劳动力群体实施数字技能开发,旨在通过提升数字技能实现社会公平正义的目标。因此,我国数字技能开发的内容设置要注重数字素养和数字能力并重,数字技能开发对象不同则数字技能培训设计也有差异,数字技能开发体系要覆盖全体劳动力的全生命周期,数字技能开发手段要注重研发数字化的培训工具并开展数字技能开发研究。
The transition of an economic entity to a digital economy poses significant challenges for low-skilled workers,for whom the acquisition of digital skills for decent employment is key to eradicating relative poverty.The International Labour Organization(ILO)is committed to implementing digital skills development for lowskilled worker groups such as farmers,youth and women,to achieve social justice through digital skills upgrading.The insights for China are as follows:the content of digital skills development should focus on both digital literacy and digital competency,the design of digital skills training differs according to the target groups,the digital skills development system should cover the whole life cycle of the entire workforce,and digital skills development tools should focus on developing digital training tools and conducting research on digital skills development.
