摘要
“停车难”已经成为制约城市发展和严重影响居民日常出行的难题,城市“停车难”问题在城市中心区表现得尤为严重。由于城市中心区规划设置的停车设施不足,同时在停车管理方面存在数据不对称、道路交通管理权责不明晰等问题,导致单纯进行大规模城市停车设施改扩建或变换停车管理模式并不能有效解决“停车难”问题。因此,从城市规划及公安交通管理两个维度进行综合考虑,合理规划停车区域、错峰停车、采用智能化停车手段并完善执法管理联动机制为优化城市停车提供了新思路。
“Parking difficulty”has become a critical problem that restricts urban development and seriously affects residents’daily travel.The problems in central urban areas are particularly serious.Due to the lack of parking facilities in the central urban area with the asymmetry of data in parking management,and the unclear rights and responsibilities of traffic management,unilateral large-scale reconstructions,expansions of urban parking facilities or changes of parking management mode cannot effectively solve the problem of“parking difficulty”.Therefore,comprehensive considerations from the two dimensions of urban planning and traffic management,like proper planning of parking areas,off-peak parking,adoption of intelligent parking means and improvement of law enforcement management mechanisms,provide new ideas for optimizing urban parking.
