政策执行系统模型视角下“港澳药械通”政策执行过程研究——基于华润广东医药的研究

Analysis of the policy implementation process of “Hong Kong and Macao Yao Xie Tong” from the perspective of model of policy implementation system: based on the research of China Resources Guangdong Pharmaceutical

目的 探析华润广东医药的“港澳药械通”政策执行过程,为药品经营企业提供开展药品进口工作的启发性经验,为政策发展提供政策建议。方法 采用米特-霍恩政策执行系统模型分析华润广东医药的政策执行过程。结果 在政策执行不同阶段,系统环境和政策价值诉求有所变化,华润广东医药具备不同的政策执行价值取向、政策执行资源以及执行方式。结论 华润广东医药尚面临进口药品采购模式科学性不强以及真实世界研究不足的问题“。港澳药械通”政策后续发展可优化进口模式、探索引进疫苗以及加强真实世界研究,以进一步释放政策红利,塑造健康湾区。

Objective To explore the policy implementation process of “ Hong Kong and Macao Yao Xie Tong” of China Resources(CR) Guangdong Pharmaceutical, and provide enlightening experience for pharmaceutical trading enterprises in drug import and policy suggestions for policy development. Methods The Meter-Horn model of policy implementation system was adopted to analyze the policy implementation process of CR Guangdong Pharmaceuticals. Results At different stages of policy implementation, the system environment and policy value appeal changed. As a result, CR Guangdong Pharmaceutical had different policy implementation value orientation, policy implementation resources, and implementation methods. Conclusion CR Guangdong Pharmaceuticals is still facing the problems of less scientific purchasing mode of imported drugs and insufficient real world research. In the follow-up development process of the “ Hong Kong Macao Yao Xie Tong” policy, the import mode would be optimized, the introduction of vaccines would be explored and real-world research would be strengthened to further release the policy dividend and shape a healthy Greater Bay Area.
