集聚度视角下我国卫生人力资源配置公平性评价 被引量:18

摘要 目的对2015—2019年我国卫生人力资源配置公平性进行分析,为优化卫生人力资源配置提供依据和建议。方法收集全国各地区卫生人力资源的数据,运用集聚度方法分析卫生人力资源配置公平性的现状和变化趋势。结果2015—2019年,我国卫生人力资源总体呈增长趋势。按各省份卫生人力资源集聚度分析,在地理配置水平下,以西藏、青海为代表的西部偏远省份卫生人力资源集聚度远小于1;在人口配置水平下,西藏、青海的卫生人力资源集聚度差值则均趋近于0。按各区域卫生人力资源集聚度变化趋势分析,在地理配置水平下,东、中部地区卫生人力资源集聚度均大于1,西部地区卫生人力资源集聚度均小于1;在人口配置水平下,东部地区卫生人力资源集聚度差值均大于0。结论我国卫生人力资源配置公平性逐渐提高,但区域间差距显著。卫生人力资源配置应兼顾地域面积和人口规模,通过总体调控、有效引导和信息化建设,进一步提高资源配置公平性。 Objective To analyze the equity of health human resources allocation in China from 2015 to 2019,to provide basis and suggestions for optimizing the allocation of health human resources.Methods To collect data on health human resources in various regions of China,the current situation and change trend of equity of health human resources allocation were analyzed using the agglomeration degree method.Results From 2015 to 2019,Chinese health human resources showed an overall growth trend.According to the analysis of the agglomeration degree of health human resources in each province,under the geographical allocation level,the agglomeration degree of health human resources in remote western provinces represented by Tibet and Qinghai is far less than 1;under the population allocation level,the agglomeration degree of health human resources in Tibet and Qinghai difference is close to 0.According to the analysis of the changing trend of the agglomeration degree of health human resources in each region,under the geographical allocation level,the agglomeration degree of health human resources in the eastern and central regions is greater than 1,and the agglomeration degree of health human resources in the western region is less than 1;The difference of human resource agglomeration degree is greater than 0.Conclusion The equity of health human resource allocation in China has gradually improved,but the problem of significant regional differences has not been effectively solved.The allocation of health human resources should take into account the area and population size of the jurisdiction,and further improve the equity of resource allocation through overall regulation,effective guidance,and information construction.
