建设现代化经济体系增强国有经济“五力”

Building A Modern Economic System Strengthen the“Five Capabilities”of the State-Owned Economy

本文阐述了党的十九届六中全会《关于党的百年奋斗重大成就和历史经验的决议》关于“建设现代化经济体系”与“增强国有经济竞争力、创新力、控制力、影响力、抗风险能力”的相互包含、相辅相成关系。本文认为中国特色社会主义新时代“开启实现第二个百年奋斗目标新征程”就是全面建设新时代社会主义现代化国家新征程。在全面建设新时代社会主义现代化国家新征程中,必须“建设现代化经济体系”;在“建设现代化经济体系”进程中,必须充分发挥国有经济的功能和作用,为此,必须“增强国有经济竞争力、创新力、控制力、影响力、抗风险能力”。而“建设现代化经济体系”是党的十九大政治报告首次提出来的,成为新时代中国特色社会主义经济建设的战略目标;“增强国有经济竞争力、创新力、控制力、影响力、抗风险能力”是改革开放以来党领导国有经济改革发展在理论上“三次飞跃”基础上的新飞跃。因此,只有持续“建设现代化经济体系”,才能持续“增强国有经济竞争力、创新力、控制力、影响力、抗风险能力”;只有持续“增强国有经济竞争力、创新力、控制力、影响力、抗风险能力”,才能持续“建设现代化经济体系”;这两者,都寓于“开启实现第二个百年奋斗目标新征程”、“全面建设社会主义现代化国家新征程”、“朝着实现中华民族伟大复兴的宏伟目标继续前进”(这三者实际上是同一个“新征程”,只不过是从三个方面对同一客观对象的不同表达而已)的伟大实践过程中。

This paper expounds the mutual inclusion and complementary relationship between“building a modern economic system”and“making the state-owned economy more competitive,innovative,risk-resilient,and capable of exerting a greater level of influence and control over the economy”in the“Resolution of the Central Committee of the Communist Party of China on the Major Achievements and Historical Experience of the Party over the Past Century”adopted at the Sixth Plenary Session of the 19 th Central Committee of the Communist Party of China.We believe that in the new era of socialism with Chinese characteristics,“embarking on the new journey to accomplish the Second Centenary Goal”is starting a new journey to build China into a modern socialist country in all respects in the new era.In the new journey to build China into a modern socialist country in all respects in the new era,we must“build a modern economic system”;In the process of“building a modern economic system”,we must give full play to the function and role of the state-owned economy.To this end,we must“make the state-owned economy more competitive,innovative,risk-resilient,and capable of exerting a greater level of influence and control over the economy”.“Building a modern economic system”was first put forward in the political report of the 19 th National Congress of the Communist Party of China,and became the strategic goal of socialist economic construction with Chinese characteristics in the new era;“Making the state-owned economy more competitive,innovative,risk-resilient,and capable of exerting a greater level of influence and control over the economy”is a new leap based on the theoretical“three leaps”of the reform and development of the state-owned economy led by the Party since the reform and opening up.Therefore,only by continuing to“build a modern economic system”can we continue to“make the state-owned economy more competitive,innovative,risk-resilient,and capable of exerting a greater level of influence and control over the economy”;Only by continuing to“make the state-owned economy more competitive,innovative,risk-resilient,and capable of exerting a greater level of influence and control over the economy”can we continue to“build a modern economic system”;Both of them are embodied in the great practice process of“embarking on the new journey to accomplish the Second Centenary Goal”,“starting a new journey to build China into a modern socialist country in all respects”,and“continuing striving toward the great goal of national rejuvenation”(these three are actually the same“new journey”,just different expressions of the same objective target from three aspects).
