请示报告制度作为党内一项重要制度安排,在统一全党思想和行动方面发挥了举足轻重的作用。党的十八大以来,关于严格执行请示报告制度的一系列部署安排,集中体现了强化统一领导、锤炼务实作风、提升治党效能、显现制度价值的实践自觉,有力地维护了党中央定于一尊、一锤定音的权威。具体表现为:在强化统一领导上,集中统一以确保政令畅通、严肃认真以做到科学规范、凝心聚力以发挥制度优势;在锤炼务实作风上,注重持之以恒、聚焦问题导向、做实调查研究;在提升治党效能上,形成示范引领、完善研学机制、强化执行监督;在显现制度价值上,深化内涵外延、衔接配套制度、夯实群众基础。

As an important institutional arrangement within the Party,the request for instructions and reporting system has played a pivotal role in unifying the thoughts and actions of the whole Party.Since the 18th CPC National Congress,a series of arrangements have been made for the strict implementation of this mechanism,which embodies the practical consciousness of strengthening unified leadership,honing a pragmatic style of work,improving the effectiveness of Party administration,and showing its institutional value,effectively maintaining the absolute authority of the CPC Central Committee in making just one opinion.In strengthening unified leadership,centralized unification ensures the smooth flow of government orders with seriousness to follow scientific norms,focusing on the strength of the system to display its advantages;In the exercise of pragmatic style,attention is paid to perseverance,focusing on problem orientation,investigation and research to be done in real earnestness;In order to improve the effectiveness of Party administration,guidance is to be found in models and examples and improved research and study mechanisms and strengthened enforcement and supervision;In demonstrating the value of the system,connotation and denotation of the mechanism is to be expanded and enlarged with connecting supporting systems and consolidated mass foundation.
