中国侨务公共外交的效果评估框架及其方法初探

The Effects of Public Diplomacy in Overseas Chinese Affairs:A Preliminary Study on Assessment Frameworks and Methodologies

文章梳理和借鉴了目前学界有关公共外交、文化外交和国家形象等效果评估方法及其成果,将侨务公共外交效果评估分为三种框架,即案例库评估框架、印象型评估框架和数据型评估框架,并借用跨学科方法,尤其是运用层次分析法等适配的数理方法来进一步丰富侨务公共外交的评估模型。然而,这三类评估框架及方法都各存在一定的优劣势,今后需要加强案例的三角论证,对比分析不同侨务资源大国的实践效果,建构多级传播指标体系,以进一步加强侨务公共外交的效果评估研究。

This paper traces and draws on the current academic assessment methods and results on public and cultural diplomacy as well as national image,and then classifies the effect assessment on public diplomacy in overseas Chinese affairs into three framework categories,namely case-based assessment,impression-based assessment and data-based assessment.Meanwhile,it further enriches the assessment models of public diplomacy in overseas Chinese affairs,using interdisciplinary methods,especially suitable mathematical methods such as analytic hierarchy process.However,these three types of assessment frameworks and methods have their respective advantages and disadvantages.In the future,it is necessary to strengthen the triangulation of cases,comparatively analyze the practical effects in countries with different resources of overseas Chinese affairs,and construct a multi-level communication index system to the end of further improving the effectiveness of the assessment with regard to public diplomacy in overseas Chinese affairs.
