深圳前海蛇口自贸区出入境管理制度完善研究

Study on the Improvement of the Entry and Exit Management System of Shenzhen Qianhai Shekou Free Trade Zone

本文基于前海蛇口自贸区的战略定位和创新特性,探讨完善前海蛇口自贸区出入境管理制度的可行性和必要性,尝试分析国家在出入境管理制度方面需要完善的几个方面,如签证制度不细、服务意识不强、部门间合作不足等。尽可能依托前海蛇口自贸区的现实优势条件,参考国内外先进经验,从签证、入境、居留等几个方面,提出整合部门,建立单一机构提供便利服务;简化证件,设置特殊身份证提高通行效率;加强部门、政府、地方三者间的合作提供全程帮助等建议。合理延伸出入境管理职能,形成放管结合的出入境稳定态势,以达到发展前海蛇口自贸区和完善出入境管理制度的双赢局面。

Based on the strategic positioning and innovative characteristics of Qianhai Shekou Free Trade Zone,this paper discusses the feasibility and necessity of improving the entry-exit management system of Qianhai Shekou Free Trade Zone,and tries to analyze several aspects of the country’s entry-exit management system that need to be improved,such as the visa system is not detailed,the service awareness is not strong,and the cooperation between departments is insufficient.Based on the actual advantages of Qianhai Shekou Free Trade Zone and the advanced experience at home and abroad,from entry,residence and other aspects to integrate departments and establish a single institution to provide convenience services;simplify certificates and set up special ID cards to improve traffic efficiency;strengthen cooperation among departments,governments and local governments to offer full assistance.Reasonably extend the functions of exit and entry management,form a stable situation of exit and entry with the combination of release and management,so as to achieve a win-win situation of developing Qianhai and improving the exit and entry management system.
