民族地区公共文化服务可及性发展的实践与经验——以浙江省景宁畲族自治县为例

Practice and Experience of the Development of Public Cultural Service Accessibility in Ethnic Area:Taking Jingning She Autonomous County of Zhejiang Province as an Example

民族地区公共文化服务可及性的提高,对于推动民族地区公共文化服务均等化、标准化和现代化具有重要的现实指导意义。在借鉴国内外公共文化服务可及性相关研究的基础上,提炼识别出民族地区公共文化服务需要匹配的五个要素,即政策、用户、服务、平台、产品。以景宁公共文化服务为研究对象,从可获得性、可接近性、可适合性、可接受性四个维度分析了民族地区公共文化服务“景宁模式”的可及性路径。研究发现,“零门槛”的政策保障体系、无歧视的服务框架以及日常普遍化的公共文化服务参与平台,是提高民族地区公共文化服务可及性的有效途径。

The improvement of the accessibility of public cultural services in minority areas has important practical guiding significance for promoting the equalization,standardization and modernization of public cultural services in minority areas.Based on the research on the accessibility of public cultural services at home and abroad,this paper refines and identifies five elements that public cultural services in ethnic areas need to match,namely policy,user,service,platform and product.Taking Jingning public cultural service as the research object,it analyzes the accessibility path of"Jingning mode"of public cultural service in ethnic areas from four dimensions of availability,accessibility,suitability and acceptability.The study finds that the policy guarantee system of"zero threshold",the service framework of non-discrimination,and the daily universal public cultural service participation platform are effective ways to improve the accessibility of public cultural services in ethnic areas.
