危化品“一企一品一码”标识化管理技术支撑工作的思考

Reflection on the Technical Support Work of“One Enterprise,One Product,One Code”Identification Management of Hazardous Chemicals

为实现危险化学品安全技术信息快速便捷传递,应急管理部率先在广东省试点推行危险化学品“一企一品一码”标识化管理,为全国推行积累经验。文章介绍了广东试点工作完成情况,并从“一书一签”管理角度,分析了企业管理、政府监管、系统功能等方面存在的人员专业水平不足、企业管理漏洞和监管机制缺失等问题,提出了对策建议。

In order to realize the rapid and convenient transmission of safety technical information of hazardous chemicals,the“one enterprise,one product,one code”management of hazardous chemicals was first piloted in Guangdong province to accumulate experience for nationwide implementation.This paper introduces the completion of the pilot work,analyzes the problems existing in enterprise management,government supervision and system function,such as lack of professional level of personnel,loopholes in enterprise management and lack of supervision mechanism from the perspective of“SDS and chemicals label”management,and puts forward countermeasures and suggestions.
