志愿服务参与超大城市治理的探索研究——以成都市为例

An Exploratory Study on Voluntary Service Participation in Mega City Governance——A Case Study of Chengdu

志愿服务是增强城市治理效能的重要途径,志愿服务参与超大城市治理对构建多元主体治理格局、精准对接群众需求、创新城市治理形式具有重要意义。本文梳理了近二十年成都市志愿服务和城市治理的发展历程,从志愿服务参与成都城市治理的路径中提炼出六点特色经验,探索志愿服务参与城市治理的成都模式。随后通过对比不同地区志愿服务融入城市治理的独特路径,从成都市实际情况出发,提出要坚持志愿服务与社区发展治理双轮驱动模式的建议。具体而言,深化志愿服务参与城市治理的路径主要有聚焦顶层设计、挖掘成都特色资源、畅通社会参与渠道、深化智慧治理模式、拓宽发展全域视野。

Voluntary service is an important way to enhance the efficiency of urban governance.Voluntary service participation in mega city governance is of great significance to build a multi-agent governance pattern,accurately matching the needs of the masses,and innovating urban governance forms.This paper combs the development process of the voluntary service and urban governance in Chengdu in the past two decades,extracts six characteristic experiences of Chengdu from the path of voluntary service participation in urban governance to explore the Chengdu Mode.Then,by comparing the unique path of voluntary service integration into urban governance in the United States and Shanghai,and proceeding from the actual situation of Chengdu,the author proposes to adhere to the two-wheel drive mode of voluntary service and community development governance.Specifically,the path of deepening voluntary service participation in urban governance should focus on top-level design,tap Chengdu’s characteristic resources,unblock social participation channels,deepen smart governance modes,and broaden the global vision of development.
