重庆市农村人居环境整治的政策作用导向与提升路径

Policy Guidance and Improvement Path of Rural Human Settlement Environment Improvement in Chongqing

农村人居环境整治是全面推动乡村振兴战略,实现乡村宜居的重要抓手.政策是农村人居环境整治任务的指挥棒,以政策为载体深度挖掘重庆市农村人居环境整治的价值内涵,对实现农村人居环境整治制度化,推进重庆市乡村治理体系和乡村治理能力现代化具有重要意义.该文利用NVivo软件对重庆市人民政府网站关于农村人居环境的相关政策进行量化研究,从政策发展阶段、政策工具和政策主题3个维度构建3维文本分析框架,解析不同维度下政策发展的特征,通过皮尔森相关系数检验各阶段政策数量与农村人居环境质量水平的相关性,指出重庆市农村人居环境整治的提升路径.

The improvement of rural living environment is an important way to promote the rural revitalization strategy and realize the livable countryside.Policy documents are the guidelines of the task of rural human settlement environment remediation.Taking policy documents as the carrier,it is of great significance to realize the institutionalization of rural human settlement environment remediation and promote the modernization of rural governance system and rural governance capacity in Chongqing.NVivo software was used to carry out quantitative research on the relevant policy documents of rural living environment on the website of Chongqing Municipal People s Government.A three-dimensional text analysis framework was constructed from three dimensions of policy development stages,policy tools and policy themes,and the characteristics of policy development in different dimensions were analyzed.Pearson correlation coefficient was used to test the correlation between the quantity of policies and the quality of rural human settlements in different stages,and the improvement path of rural human settlements in Chongqing was proposed.
