转型社区韧性建设的逻辑进路与实现路径--基于武汉市H社区的分析

Logical Approach and Realizing Path of Resilience Construction of Transformation Communities:A Case Study of H Community in Wuhan City

面对风险社会的公共危机挑战,转型社区如何构建协同应急治理机制提升社区韧性,是我国城市化进程中基层治理实践的重要课题。目前学术界关于转型社区韧性建设的研究成果较少,有待进一步探索。基于武汉市H社区典型案例的研究发现,在公共危机管理过程中,因制度环境、基础设施环境、多元治理主体和治理机制等方面存在的若干问题,导致社区韧性不足,难以高效应对公共危机。对此,可通过协同治理的逻辑进路提升社区韧性,其实现路径为:完善制度赋权、加强基础设施建设,提升环境韧性;完善基层党组织引领的多元协同治理体系、增强居民应急能力,提升主体韧性;优化社区协同治理运行机制,提升机制韧性等。

In the face of the public crisis challenge of a risk society,how to build a collaborative emergency governance mechanism to enhance community resilience is an important topic for grass-roots governance practice in the process of urbanization in China.At present,there are few research results on the resilience construction of transformation communities in the academic community,which need further exploration.Based on the case study of H community in Wuhan,it is found that in the process of public crisis management,due to a number of problems in the institutional environment,infrastructure environment,multiple governance bodies and governance mechanisms,the community is not flexible enough to effectively respond to public crises.In this regard,the community resilience can be improved through the logical approach of collaborative governance.The implementation path is to improve institutional empowerment,strengthen infrastructure construction,and improve environmental resilience.It can be realized to improve the diversified and coordinated governance system led by grass-roots party organizations,enhance residents’emergency response capabilities,and enhance the resilience of the main body;optimize the operation mechanism of community collaborative governance and improve the flexibility of the mechanism.
