电网企业应对突发事件的企业社会责任实现机制:来自中美企业的对比研究 被引量:1

The Realization Mechanism of Corporate Social Responsibility for Power Grid Companies in Response to Emergencies:A Comparative Study from Chinese and American Companies

摘要 如何在极端气象等突发事件下保障电网安全性和供电可靠性并做好应急管理,是电网企业应对突发事件的企业社会责任的体现。不同电力市场体制下电网企业应对突发事件的策略也不相同。本文通过深度对比,剖析处于深化电力市场化改革关键时期的国网某分公司应对“4·30”风雹灾害和高度市场化的美国得州电网应对“2·15”停电事件中的不同应对措施,构建了电网企业应对突发事件的企业社会责任实现的三阶段过程模型,并廓清其内在联结机制,在理论上完善并深化了企业社会责任的内涵及应用情景,在实践上为电网企业应对突发事件的应急管理和进一步的电力市场化改革提供重要的管理启示。 How to guarantee the safety and reliability of power grid under extreme weather events reflects the corporate social responsibility(CSR)of power grid companies in response to emergencies.Power grid companies have different strategies to deal with emergencies under different power market systems.A branch of the State Grid in a critical period of power market reform in response to the"4·30"wind and hail disaster,and the highly market-oriented Texas Power Grid in response to the"2·15"power outage were selected as the research objects.By using the case study method,a three-stage process model for the realization of CSR of power grid companies in response to emergencies was constructed.Its internal connection mechanism was clarified.Therefore,the connotation and applicable context of CSR theory were broadened.The management insights for emergency management of power grid companies in response to emergencies and power market reform of China were provided.
