摘要
深圳市在经历40余年的高速发展后已全面进入存量时代,存在部分已不符合高质量发展新要求的低效产业空间亟待盘活。在10余年的探索与实践过程中,深圳市逐步形成了土地整备利益统筹、“工改工”城市更新、产业空间提容和园区综合整治四大盘活低效产业空间的路径。文章首先分析了深圳市盘活低效产业空间的整体指引和详细路径,并结合龙华区实践梳理整体层面的工业区分区,分析四大路径在产业空间升级上的实施特点,进而对深圳市的实践经验进行总结,以期为其他陆续步入存量开发时期的城市提供借鉴,并为新一轮的产业升级发展提供支撑。
After more than 40 years of rapid development,Shenzhen has stepped into the era of urban regeneration.Some industrial spaces can no longer meet the new requirements for high-quality development,and the inefficient industrial spaces need to be revitalized.After over a decade of exploration and practice,Shenzhen has gradually developed four major paths:land reorganization,industrial areas transformation,increase in industrial plot ratio,and comprehensive renovation.Firstly,this paper analyzes the overall guidelines and detailed paths for revitalizing inefficient industrial space in Shenzhen;Then,combined with the practice in Longhua district,it sorts out the overall industrial zone divisions and analyzes the implementation characteristics of the four major paths for the upgrading of industrial space;Finally,it summarizes practical experiences of Shenzhen to provide reference for other cities and support a new round industrial development.
