摘要
中国的绝对贫困问题历史性地得到了解决,这为全球减贫事业贡献了中国智慧和力量,增强了全世界消除贫困的信心,但相对贫困问题还长期存在。相对贫困与社会资源分配不均衡和社会公正问题密切相关,基于分配公平的视角,对相对贫困问题进行剖析具有重要的理论价值和实践意蕴。当前,中国分配领域存在的诸多问题严重阻碍了相对贫困问题的解决,例如劳动报酬低阻碍了减贫的可持续性,机会不平等削弱了脱贫的内生动力,贫富差距大破坏了扶贫的长效机制。新时代解决相对贫困问题,应该以马克思主义反贫困理论为指导,坚持以人民为中心的发展思想,不断完善收入分配制度,将制度优势转化为治理效能,推动中国特色社会主义分配制度优势与贫困治理效能协同提升。
The Chinese people have won the battle against poverty in 2020,thus securing a historic success in eradicating absolute poverty,which shows China has contributed Chinese wisdom and Chinese strength to the cause of global poverty reduction and enhanced the confidence of the world to eliminate poverty.However,the problem of relative poverty will still exist for a long time.Relative poverty is closely related to the imbalanced distribution of social resources and problems facing social justice.Based on the perspective of distributive equity,the analysis of relative poverty has important theoretical value and practical implications.At present,many problems in the field of China’s distribution have seriously hindered the solution to ending relative poverty.For example,low remuneration for labor hinders the sustainability of poverty reduction,inequality of opportunity weakens the endogenous motivation for poverty alleviation,and the gap between rich and poor undermines the long-term poverty alleviation mechanism.To solve the problem of relative poverty in the new era,we should take the Marxist anti-poverty theory as the guide,adhere to the people-centered development philosophy,constantly improve the income distribution system,translate institutional strengths into governance efficiency,and promote the advantages of the distribution system of socialism with Chinese characteristics and the efficiency of governance for poverty reduction.
