Returning to the People:A Study on the Logical Starting Point of Whole Process People’s Democracy

现代西方民主过度强调独立个体而带来了个体压倒集体、选民置换人民的矛盾。民主不仅是个体的政治生活状态,更是共同体的政治存在形式,回归人民是发展民主政治的逻辑必然。全过程人民民主以人民为逻辑起点,具有结构上的自洽性与功能上的有效性。在结构维度上,通过全过程机制协调个体与集体的关系,在坚持人民本位的基础上保障个体的权利、拓展个体的能力。在功能维度上,全过程人民民主在中国共产党的领导下充分发挥人民的主体作用,将实现人民利益、反映人民愿望、维护人民权益、增进人民福祉落实到国家治理的全过程,真正破解了“人民形式上有权但实际上无权”的现代民主难题。

Modern Western democracy overemphasizes the independent individual,which leads to the contradiction that the individual overwhelms the collective and the voters replace the people.Democracy is not only the state of individual political life,but also the political existing form of the community.Returning to the people is the logical necessity of developing democratic politics.The whole-process people’s democracy takes the people as the logical starting point,and has the self-consistency in structure and the validity in function.In the structural dimension,it coordinates the relationship between the individual and the collective through the whole-process framework,guarantees individual rights and expands individual abilities on the basis of adhering to a people-centered approach.In the functional dimension,the whole-process people’s democracy gives full play to the principal role of the people under the leadership of the Communist Party of China,which will serve the people’s interests,reflect the people’s wishes,maintaining the people’s rights and interests,and improve the people’s well-being in the whole process of governance.It has really solved the difficult problem of modern democracy that“the people have power in form but not in practice”.
