摘要
对上海市M区公共卫生项目绩效考核评价体系进行分析,认为当前M区公共卫生项目绩效评价体系主要来源于“上海市社区卫生服务中心标化工作量模型”,指标类型和数量丰富,体现了绩效考核评价的公平性。但是,存在考核指标过多、各类型考核指标分布不合理、指标权重设置不合理且考核人员工作积极性不高等问题。提出绩效考核指标有待简化、考核指标的类型和考核指标的权重有待调整、考核人员工作积极性有待提高等建议,以进一步完善上海市M区公共卫生项目绩效考核评价体系,实现公共卫生服务能力的全方面提升。
Through introduction to public health programmes in M District of Shanghai,to analyze the problems on performance evaluation framework,and put forward suggestions to improve the evaluation system and efficiency of resource utilization in M District.The study find that the standardized workload model is used and assessment indicators are rich,which reflect the fairness on performance evaluation.However,too many evaluation indicators,irrational distribution of various types and setting of indicator weights,and low enthusiasm of personnel.It should simplify assessment indicators,adjust the types of assessment indicators and the weights of assessment indicators and improve the enthusiasm of personnel,in order to further improve the public health performance assessment framework of M district.
