危机管理模式视角下家庭公共危机应急管理体系构建路径探讨

Discussion on the Construction Way of Family Public Crisis Emergency Management System from the View of Crisis Management Mode

探讨了家庭在危机应急管理中的关键作用和基础地位,构想了包括预警系统、沟通网络、响应计划、危机教育和综合保障等5个要件的家庭应急管理体系基本框架,分析了家庭公共危机应急管理面临的现实问题。同时,针对公众应急意识和应急能力水平偏低、现有制度和政策不完善、外部扶持力度不够等问题,提出了基于危机管理模式的家庭公共危机应急管理办法,旨在培养家庭成员的应急意识,提升他们的抗逆能力,加强对个人和家庭应急行动的综合保障,使个人和家庭能够科学、有序地开展危机管理。

The frequent worldwide public health emergencies pose serious threats to the people safety and health.The increasingly frequent public health emergencies urgently require people to rationally prepare for every contingency.It points out the decisiverole and fundamental status of the family in crisis emergency management,conceive the basic framework of family emergency management including warning system,communication network,response plan,crisis education and comprehensive support,and analyze the confronting realistic problems in the family emergency management.According to these problems such as the lower level of people’s emergency awareness and ability,imperfect existing systems and policies,insufficient external support,we propose a method of family public crisis emergency management based on crisis management mode,aiming to cultivate the family members’emergency awareness,improve their resilience skill,strengthen the comprehensive supports to the individual and their family.Through crisis management mode based family public crisis emergency management,the individuals and their families can carry out risk management in a scientific and orderly manner.
