在大力发展实体经济的背景下,都市圈生产性服务业与制造业协同集聚问题尤为重要。考虑政府作用的情况下,都市圈生产性服务业与制造业协同集聚机理表现在制度协同、结构协同、空间协同、质量协同,推动都市圈生产性服务业与制造业的协同集聚要建立政府间制度协同机制以构建都市圈创新生态系统,以创新和供给侧结构性改革化解都市圈产业结构失衡,都市圈政府间要协同规划生产性服务业的产业园区和不断强化两个产业产出的质量协同。
