Current Situation, Constraints and Countermeasures of Sino-Russian Local Cooperation

2019年中俄关系进入新时代,随之而来的是中俄地方合作也迎来了新的历史性机遇。但是,在世界处于百年未有之大变局的背景下,自身发展基础较差、负面社会心理因素存在、合作方式缺乏市场化、机制不健全、文化差异以及复杂的国际环境等都在一定程度上限制着中俄地方合作的深入开展。因此,在两国地方合作的实践进程中,多角度、多层级地提升合作的广度和深度以及优化合作思路已经成为了加快两国地方合作步伐的必然之举。

In 2019, Sino-Russian relations entered a new era, which ushered in new historic opportunities for Sino-Russian local cooperation. However, in the context of the world’s unprecedented changes in a century, to some extent, the in-depth development of Sino-Russian local cooperation was restricted by its poor development foundation, negative social and psychological factors, lack of marketization, imperfect mechanism, cultural differences and complex international environment. Therefore, in the practical process of bilateral local cooperation, it is necessary to enhance the breadth and depth of cooperation and optimize cooperation ideas from multiple perspectives and levels.
