Progress and Challenges of South Korea-Russia North Cooperation after the Proposal of "New Northern Policy"

自2017年9月韩国“新北方政策”提出以来,韩俄关系获得了长足发展,韩俄两国合作先后经历了战略布局期、加快推进期和缓步深耕期这三个阶段,其特点体现在合作具有明显的系统性和规划性、充分发挥了韩国的技术优势,以及经济合作与公共外交同步进行这三个方面。在韩俄合作中,韩俄能源合作得到加强,韩国造船企业得以进入俄罗斯市场,韩国港口城市也获得了巨大发展机遇。但目前韩俄合作仍面临朝韩关系转冷、韩国总统换届、中日同质化竞争、北极军事化程度增强,以及2022年俄乌冲突这五个方面的挑战。

Since the "New Northern Policy" was put forward in September 2017, South KoreaRussia relations have made great progress. The cooperation between South Korea and Russia has gone through three stages: the stage of strategic layout, the stage of accelerating progress and the stage of slowly deepening cultivation, which showed that the cooperation was systematic and planned, and gave full play to South Korea’s technical advantages, economic cooperation and public diplomacy proceeded simultaneously. In the cooperation between South Korea and Russia, energy cooperation between South Korea and Russia has been strengthened, South Korean shipbuilding enterprises have entered Russian market, and South Korean port cities have also gained great development opportunities. However, at present, South Korea-Russia cooperation still faces five challenges: the cooling inter-Korean relations, the presidential transition in South Korea, the homogenized competition between China and Japan, the increased militarization in Arctic, and Russia-Ukraine conflict in 2022.
