摘要
黄河流域对于国家经济发展与生态环境有着举足轻重的影响。为了科学地衡量黄河流域的绿色发展水平,从经济社会发展和生态安全两个方面进行了考虑。鉴于绿色GDP能够反映不包括资源损失和生态环境影响的国民经济净收入。基于对黄河流域九省传统GDP与绿色GDP双线分析,探索黄河流域生态保护和高质量发展所面临的问题与解决对策,基于流域绿色GDP与森林面积为DEA模型的产出指标测算黄河流域绿色发展效率。结果表明,(1)在2010年至2019年,黄河流域绿色GDP占传统GDP的比例处于持续增长状态,平均为73%,其中自然资源损失值和环境退化损失值呈持续下降状态,其中自然资源损失值对绿色GDP有显著影响。(2)黄河流域绿色GDP增长速度已经开始超越同期传统GDP增长速度。(3)绿色发展效率在整个研究期呈现出逐渐上升趋势,说明流域绿色发展效率正在逐步加强。
The Yellow River Basin plays a very important role in China’s economic and social development and ecological security.In order to scientifically measure the level of green development of the Yellow River Basin, consideration has been made from two aspects: economic and social development and ecological security.In view of the fact that green GDP can reflect the net income of the national economy that does not include the loss of resources and the impact of the ecological environment. Based on the two-line analysis of the traditional GDP and green GDP of the nine provinces of the Yellow River Basin, explore the problems and solutions faced by the ecological protection and high-quality development of the Yellow River Basin. Calculate the green development efficiency of the Yellow River Basin based on the green GDP and forest area of the basin as the output indicators of the DEA model. The results show that,(1) from 2010 to 2019, the proportion of the green GDP of the Yellow River Basin in the traditional GDP was continuously increasing, with an average of73%. The loss of natural resources and environmental degradation showed a continuous decline, among which the natural resources the loss value has a significant impact on green GDP.(2) The green GDP growth rate of the Yellow River Basin has begun to surpass the traditional GDP growth rate over the same period.(3)The efficiency of green development has shown a gradual upward trend throughout the study period, indicating that the efficiency of green development in the basin is gradually strengthening.
