中国乡村规划浪潮——特征、困境和思考

The Upsurge of Rural Planning in China:Characteristics,Dilemmas and Reflection

本文从乡村发展与乡村规划的综合性视角回顾我国乡村规划与建设的实践历程,对当前日益高涨的乡村规划浪潮所呈现的特征与问题及其隐含的困境与矛盾进行讨论。笔者认为,乡村规划作为中国城乡规划的组成部分,为规划转型和创新提供了一条现实路径。乡村规划本身不能因外部问题的复杂和多样而“潜意识”地放大职能效力,扭曲自身的基本职能和积极职能。当下的乡村规划品质亟待提升,针对乡村规划本身的基础研究和对策研究有待进一步深化。最后,笔者从强化学理基础、加强机制建设、拓展乡村规划教育三方面提出了改进现有乡村规划的思考和建议。

From the comprehensive perspective of rural development and rural planning,this paper reviews the practical course of rural planning and construction in China,and discusses the characteristics and problems presented by the current rising tide of rural planning,as well as its hidden difficulties and contradictions.It holds that the rural planning which as an integral part of urban and rural planning theory in China provides a realistic path for the transformation and innovation of planning.Rural planning must not be‘subconsciously’amplified by the complexity and diversity of external issues,distorting its basic and positive functions.Also,the quality of rural planning today needs to be improved,and basic research and countermeasure research on rural planning needs to be deepened.This paper suggests to improve the rural planning from three aspects,including:deepening theoretical research,strengthening mechanism construction and expanding the education of rural planning.
