纽约哈德逊广场城市更新的多元策略与启示

Strategies and Inspirations from the Regeneration of Hudson Yards in New York

城市更新是当前我国在从“增量”到“存量”转型过程中面临的重要议题。哈德逊广场再开发项目是纽约最具代表性的城市更新项目之一,其从衰落到复兴的成功,缘于发展定位、规划设计、政策引导的多元推动。本文结合哈德逊地区发展演变的历史背景和转型进程,从借助交通基础设施的更新升级实现区域立体紧凑发展、依托弹性灵活的再区划重塑城市空间环境、多方联动的协作模式提升更新效能三个维度,总结其更新经验,以期从发展定位、规划设计、运行机制等方面为我国城市更新提供借鉴与启示。

Urban regeneration is an important issue in China’s urban transition from“increment”to“stock”.Hudson Yards Redevelopment Project is one of the most representative urban regeneration projects in New York.From declining to revitalization,its successful revival is due to the multiple promotion of development orientation,planning design and policy guiding.Based on the historical background and transformation process of the development and evolution of Hudson Yards,the regeneration strategies are explained from three levels:public transit oriented redevelopment,flexible rezoning,and the operation mechanism of multi-parties.With the upgrading of transportation infrastructure,a vertical and compact redevelopment of the region can be achieved;through flexible zoning,urban space can be reshaped;the regeneration efficiency can be improved by a collaboration model with multi-parties.Experience and inspirations are summarized from the three dimensions above,to provide references for China’s urban regeneration in terms of development orientation,planning and design,and operation mechanism.
