Retrospection and Enlightenment:Centennial Exploration of the CPC’s Combination of Government Function and Market Function

建党百年来,富有历史主动精神的中国共产党在救国、兴国、富国、强国的奋进历程中不懈探索破解政府和市场关系的世界性难题,缔造了世所罕见的“两大奇迹”。回溯百年历程,新民主主义革命时期,党根据革命重心变化动态灵活结合两种作用保障战争供给,实现了救国理想;社会主义革命和建设时期,政府主导确立了社会主义基本制度,奠定工业基础和制定实施发展计划,稳固了兴国根基;改革开放和社会主义现代化建设时期,党和国家调整工作重心,在建立社会主义市场经济体制中渐进结合两种作用,开创了富国道路;新时代,在高水平社会主义市场经济体制构建中推动有效市场和有为政府更好结合,迈向实现强国目标新征程。回望百年经验,党对两种作用的探索始终掌握着历史主动,坚持对经济工作集中统一领导和马克思主义方法论指导,动态优化制度体系和制度结构,在科学防范风险中实现统筹发展和安全的更好结合,在遵循基本国情和经济社会发展规律中实现渐进式与动态化的主动结合,形成了兼具引领性与前瞻性的中国式结合。

The Communist Party of China (CPC) which is full of historic initiative has made unremitting efforts to explore and solve the world-wide problems in the relationship between the government and market in the process of saving the country,rejuvenating the country,enriching the country,strengthening the country,and created the"two miracles"rarely seen in the world.By looking back a hundred years of history,we found that the CPC flexibly combined the two functions to ensure the supply of war and realize the ideal of saving the country during the new democratic revolution.During the period of socialist revolution and construction,the government played an important role in establishing the basic socialist system,laying the industrial foundation,formulating and implementing the development plan,thus stabilizing the foundation of the country.The CPC gradually combined the two functions and created the road of enriching the country during the period of reform and opening up and socialist modernization.In the new era,the CPC the initiative to promote a better combination of an efficient market and effective government,and started a new journey towards the goal of becoming a powerful country.From the perspective of historical enlightenment,the CPC has always taken the initiative in exploring the two functions’combination,adhered to the centralized and unified leadership of economic work and the guidance of Marxist methodology,continuously dynamically optimized the institutional system and institutional structure,coordinated development and security in scientific risk prevention,and realized the active combination of gradual and dynamic.It has formed a leading and forward-looking Chinese style combination.
