“一带一路”倡议下“绿水青山”和“金山银山”的平衡选择——以浙江省为例

The Balanced Choice of“Lucid Waters and Lush Mountains”and“Mountains of Gold and Silver”in the Ocean under the Background of“One Belt and One Road”—Study on Zhejiang Province

通过建立海洋“绿水青山-金山银山”评价指标体系及耦合协调模型,以浙江省为例进行二者协调度的实证研究。结果表明:浙江省海洋“绿水青山”与海洋“金山银山”耦合协调程度在整体上处于轻度失调衰退甚至中度失调衰退的状态;海洋污染、海洋自然灾害与海洋经济规模对二者耦合协调度的阻碍影响最大。基于结论,提出树立高质量生产的海洋发展观念和高品质生活理念等,为“一带一路”沿线国家促进海洋生态经济协调健康发展提供理论支撑。

By the establishment of the evaluation index system and coupling coordination model of“Lucid Waters and Lush Mountains”-“Gold and Silver Mountains”of marine economic development,this paper takes Zhejiang Province as an example to make an empirical study on their coordination degree.The results show that:the development of marine“Lucid Waters and Lush Mountains”in Zhejiang Province has entered an advanced stage compared with that of“Mountains of Gold and Silver”;the coupling coordination degree of the two is in a state of mild or even moderate maladjustment recession;marine pollution,marine natural disasters and marine economic scale have the greatest impact on the coupling coordination degree of the two.Based on the results,it is proposed to establish the concept of marine development of high-quality production and the concept of high-quality life to provide a theoretical support for the coordinated development of marine ecological economy for all countries along the“One Belt,One Road”.
