收入水平对农户参与环境治理意愿的影响——以湖北省为例

Effects of Income Level on Farmers’Intention to Participate in Environmental Governance—A Case study of Hubei Province

农户作为村域环境治理的主体,农户的参与意愿影响环境治理效果,收入水平是影响该意愿的重要因素。因此,基于湖北省477户农户的实地调查数据,采用Logist模型实证考察收入水平对农户参与环境治理意愿的影响程度。结果表明:①农户参与环境治理程度普遍较低,收入水平显著影响农户参与环境治理意愿。其中,兼业收入以0.10的显著水平正向影响农户的参与意愿,农业收入以0.01的显著水平负向影响农户的参与意愿。②性别、教育程度、家庭是否有常住劳动力对农户参与环境治理意愿具有显著负向影响,而务农年限和有专人处理垃圾对参与意愿具有正向影响。为此提出,不断提高农户收入水平,拓宽收入渠道,培育新型农业经营主体,高度重视农户在环境治理中的主体作用。

As the main body of village environment governance,farmers’willingness to participate affects the effect of environmental governance,and the income level is an important factor affecting their willingness.Therefore,based on the field survey data of 477 farmers in Hubei Province,the Logistic regression model was used to investigate the impact of income level on farmers’willingness to participate in environmental governance.It is concluded that the famers’willingness to participate in environmental governance is generally low,and their income level significantly affects their willingness to participate.Among them,part-time income at a significant level of 0.01 positively affects farmers’participation intention,while agricultural income at a significant level of 0.01 negatively affects farmers’participation intention.In addition,gender,education level and whether the family has permanent labor force have a significant negative impact on the willingness to participate,while farming years and having a dedicated garbage disposal have a positive impact on the willingness to participate.According to the research results,the relevant policy implications are proposed:we should constantly improve the income level of farmers,broaden the income channels,cultivate new agricultural operating subjects,and attach great importance to the main role of farmers in environmental governance.
