The Declaration on the Conduct of Parties in the South China Sea,signed by ASEAN Member States and China in November 2002,starts a new chapter in the management of the South China Sea issue.The past two decades witnessed peace,order,security and practical maritime cooperation among the parties in the South China Sea under the framework of the DOC.Full and effective implementation of the DOC and an early conclusion of a more substantive and effective code of conduct serves the benefits of countries and peoples of the region and the international community as a whole.
