随着国内外政治经济形势发展变化,特别是区域经济发展政策不断出台、“双碳”目标提出及数字经济快速发展,再叠加当前经济发展中的不确定性和复杂性增强的影响,中小商业银行成立初期确定的发展战略定位的背景和基础已发生根本变化。基于中小商业银行战略定位环境发生变化的现实及对战略定位的科学理解,中小商业银行当前应坚持科学的态度,对新时期中小商业银行发展战略定位的背景和基础进行重新评估,在此基础上确立抓住地方项目龙头、捕捉供应链源头、占好普惠金融山头、提升特色化经营势头、控制各类风险苗头、锁住金融科技发展喉头的新的战略定位,不断提升战略定位的科学性、适用性和前瞻性,指引中小商业银行步入高质量发展的快车道。

With the development and changes of political and economic situation at home and abroad,especially with the introduction of the regional economic development policies and the targets of"double carbon" and the rapid development of digital economy plus the impact of the uncertainty and complexity of the current economic development,the background under which the development strategy of the small and medium-sized commercial banks was established has undergone fundamental changes.In view of this fact and the scientific understanding of strategic positioning,small and medium-sized commercial banks should adhere to the scientific attitude,and re-evaluate the background and basis of their strategic positioning in the new period.On this basis,the new strategies including focusing on local leading projects,capturing the source of the supply chain,dominating inclusive finance,promoting differential management,controlling all kinds of risks and leading the fintech development,should be established.Efforts should also be made to continuously enable the strategies to be more scientific,applicable and forward,so as to guide the small and medium-sized commercial banks on fast track of high-quality development.
