国际养老指标体系设定经验研究

A Study on the International Experience of Setting up Elderly Care Indicator System

党和国家支持深圳探索设立老有颐养指标体系,对发挥深圳中国特色社会主义先行示范区作用、为其他地区提供先行经验、保障老年人权益具有重要意义。文章分析了有关国际组织和发达国家养老相关指标,归纳得到六大重要特征,进而提出我国老有颐养发展指标需要从优化老有颐养的物质保障维度指标、完善老有颐养的精神生活维度指标、健全老有颐养的协同发展维度指标等入手。在此基础上,文章尝试从基础性、特色性和引领性维度提出有关指标。

That the Party and the country support Shenzhen to explore the establishment of an elderly care indicator system is of great significance for Shenzhen to play its role as a pilot demonstration area of socialism with Chinese characteristics and to provide early experience for other regions and for protecting the rights and interests of the elderly.This paper analyzes the elderly-related indicators of international organizations and developed countries,summarizes six important features and further concludes that we need to optimize the indicators of the material security,improve the indicators of the spiritual life,and establish the indicators of the collaborative development.On this basis,the paper tries to propose indicators from the basic,characteristic and leading dimensions.
