Different Flows from the Same Origin:Discussion on the Origin of the Central Bureau of the CPC and Its Relationship with the Communist International

中国共产党是按照列宁主义的组织原则建立起来的布尔什维克政党,是共产国际的支部,因此其组织设置不能不受到俄共(布)—联共(布)及共产国际的影响,中共中央局与中央分局就是参照和借鉴俄共(布)—联共(布)中央区域局建立起来的。中共中央局与俄共(布)—联共(布)中央区域局在组织名称、设立目的、性质与职责、领导体制等方面有同质性,但同中有异,在是否设中央分局、立废存续情况、组织序列关系、实级还是虚级、副书记设置等方面又有别于俄共(布)—联共(布)中央区域局。此外,中共中央局与中央分局早期组织的建立及其工作得到共产国际及中共驻共产国际代表团的指导和帮助。

The CPC,as a branch of the Communist International,is a Bolshevik Party established in accordance with the organizational principles of Leninism.Therefore,its organizational setup is influenced by the Russian Communist Party(Bolshevik)-the United Communist Party(Bolshevik)and the Communist International.The organizational system of the Central Bureau of the CPC and the Sub-Bureau were established by referring to and learning from the Central Regional Bureau of the Russian Communist Party(Bolshevik)-the United Communist Party(Bolshevik).They have similarities in terms of organization name,establishment purpose,nature and responsibilities,leadership system,etc.However,there are still differences between them.The differences are in terms of whether to set up the Sub-Bureau,whether to set up a deputy secretary,when to establish or abolish,the relationship between organizational sequences,real level or virtual level,and the setting of deputy secretaries.In addition,the establishment and work of the early organizations of the Central Bureau of the CPC and its branches were guided and assisted by the Communist International and the CPC delegation to the Communist International.
