Study on Permanent Basic Farmland Delimitation by GIS Under the Control of Three Zones and Three Lines

三区三线划定是国土空间规划的一项重要内容,其中永久基本农田边界布局更是关系到18亿亩的耕地保护红线与粮食安全,在三线划定中具有最高优先级。如何科学、高效地确定图斑边界形态、规模是从业者首要考虑的问题。实践证明,运用空间分析技术、模型构建器、SQL查询语言等GIS技术能够较好完成多源数据格式统一入库、矢量数据质量检查、多因素影响下图斑提取等工作,是永久基本农田划定工作中不可或缺的规划手段。同时探讨了GIS制图美学在规划中的应用,提高了规划成果表达的准确度。

The delimitation of the three zones and three lines is an important part of the land spatial planning.The boundary layout of permanent basic farmland is related to the red line of cultivated land protection and food security of 1.8 billion mus,which has the highest priority in the delimitation of the three lines.How to scientifically and efficiently determine the pattern boundary shape and scale is the primary consideration for practitioners.The practice has proved that GIS technologies,such as spatial analysis technology,model builder and SQL query language,can better complete the unified storage of multi-source data format,quality inspection of vector data,and extraction of spots under the influence of multiple factors.It is an indispensable planning means in the delimitation of permanent basic farmland.At the same time,the application of GIS cartographic aesthetics in planning is discussed,which improves the accuracy of the expression of planning results.
