行政协议的分类是行政协议制度走向精细化的起点之一。在行为法的视角下,行政协议可分为刚性行政协议行为、中性行政协议行为、柔性行政协议行为这三种类型,这样的分类研究为行政协议制度的规范与完善提供了有益参考,进而更好地发挥行政协议的制度功能。

The classification of administrative agreements is one of the starting points for the refinement of the administrative agreement system.From the perspective of behavior law,the administrative agreement is divided into three types:rigid administrative agreement behavior,neutral administrative agreement behavior,and flexible administrative agreement behavior.The standardization and improvement provide a useful reference,so as to better exert the institutional function of the administrative agreement.
