从过渡走向成熟:城市安置社区治理的发展逻辑与推进策略——基于福建省福州市某社区的分析

FROM TRANSITION TO MATURITY:DEVELOPMENT LOGIC AND PROMOTION STRATEGY OF URBAN SETTLEMENT COMMUNITY GOVERNANCE:ANALYSIS BASED ON A COMMUNITY IN FUZHOU CITY,FUJIAN PROVINCE

作为颇具中国特色的社区类型,安置社区从过渡走向成熟要历经磨合博弈、调试趋稳、发展融入3个阶段。处于不同发展阶段的安置社区,治理的内容、侧重点不同,影响着安置社区或向现代成熟城市社区转型或走向城市失序混乱的一隅。尽管安置社区在发展演进过程中可能存在磨合博弈期延长或治理疲软导致的过渡失败风险,但走向现代成熟城市社区、融入现代城市发展是安置社区治理发展的最终逻辑取向。从福州市某社区向现代城市社区转型的成功经验可以看出,安置社区在社区角色回归、治理结构优化、社区服务升级以及管理模式转变等方面具有区别于一般社区的理性发展道路。因此,城市安置社区实现向成熟社区转型,需要遵循其发展的阶段规律和逻辑取向,结合社区发展实际,积极探索合理化的推进策略。

As a type of community with Chinese characteristics,resettlement communities go through three stages from transition to maturity:integration,stabilization,and development.Resettlement communities at different stages of development have different content and focus of governance,which affect the transition of resettlement communities to modern and mature urban communities or to a disordered and chaotic part of the city.Although the resettlement communities may have the risk of transition failure due to the prolongation of the teething game period or weak governance in the process of development evolution,moving toward modern mature urban communities and integrating into modern urban development is the ultimate logical orientation of resettlement community governance development.From the successful experience of a community in Fuzhou City transforming into a modern urban community,it can be seen that resettlement communities have a rational development path that distinguishes them from general communities in terms of community role return,governance structure optimization,community service upgrading,and management model transformation.Therefore,to realize the transformation of urban resettlement communities to mature communities,it is necessary to follow the stage law and logical orientation of their development,combine the actual community development,and actively explore rationalized promotion strategies.
