The Strategic Significance and Distinct Features of the White Paper Titled The Taiwan Question and China’s Reunification in the New Era

《台湾问题与新时代中国统一事业》白皮书,是中国政府发布的第三份关于台湾问题的白皮书,也是新时代的第一份对台政策白皮书。白皮书在关键时间节点发表,是势与道的结合,其显著特点是:用更加精准有力的语言进行了基本立场的宣示,更加清晰地表达了关于国家统一方式的优化辩证选择,在更加鲜明地表达反“台独”立场时明确指出必须要清除和平统一进程中的障碍;其“增量”部分是:在两岸同胞共同致力实现和平统一的过程中,“两制”台湾方案的空间和内涵将得到充分展现;率先在福建建设海峡两岸融合发展示范区,为两岸关系注入新的活力,引来一股活水;在解决台湾所谓的“国际空间”问题方面首次提出具体建议。根据白皮书的精神要义,两岸和解的枢纽机关,在于回到“九二共识”及其核心意涵。

The white paper titled “The Taiwan Question and China’s Reunification in the New Era” is the third white paper on the Taiwan question issued by the Chinese government,and the first one in the new era.The white paper was published at a critical time node of a combination of the potential and “Tao(the way)”.And its salient features are:the declaration of the basic position in a more precise and powerful language,the clearer expression of the optimal dialectical choice of the way of national reunification,the more vividly expression against “Taiwan independence” position which explicitly pointed out that the obstacles must be removed in advancing the process of peaceful reunification.The “incremental” part of it is as follows:the space and connotation of the “two systems” solution to the Taiwan question will be fully demonstrated while compatriots on both sides work together towards peaceful reunification;the mainland will take the lead in setting up a pilot zone for cross-Straits integration and development in Fujian Province,and will put forward concrete proposals for the first time in the settlement of Taiwan’s so-called “international space” problem.According to the spirit and essence of the white paper,the pivotal factor in cross-Strait reconciliation lies in returning to the “1992 Consensus” and its core implication.
