城市运行“一网统管”是以建设数字政府,打造人民城市,提升科学化、精细化、智能化城市治理能级为目标的公共管理创新。平台化运作的整体性政府乃是“一网统管”治理重塑效应的集中体现,其诞生以基于数据的政府流程再造为进路。依据要素论,政府流程乃是一种“形式-功能-动能复合体”。“一网统管”从宏观、中观以及微观层面推动流程形式、功能以及动能再造,为城市政府确立起整合贯通的流程体系,从而将需求的整体主义、运作的平台主义以及行动的专业主义有机黏合为一体。
