Standardization Status and Standards System Proposition of Unified Social Credit Identifier for Legal Entities and Other Organizations

统一社会信用代码制度及相关标准的建立与完善,是促进政府治理现代化的基础性工作,是社会信用体系建设的要点之一。我国统一代码标准化工作已实现从无到有的突破,但尚未形成系统的标准体系。本文结合我国统一代码相关标准的制修订现状,从统一代码本身、统一代码数据及其管理与应用等维度,提出统一代码标准体系的构想,为统一代码标准化工作与统一代码制度的深入推进提供助力。

Establishing and improving the unified social credit identifier system and relevant standards is fundamental to the modernization of national governance,and also essential to the construction of social credit system.In China,breakthrough has already been achieved in the standardization of unified social credit identifier,but the standards system is not yet integrated.Based on the standardization status,this paper proposes a standards system structure of unified social credit identifier,from dimensions such as the identifier itself,unified social credit identifier data and its administration and application,aiming to further improve the unified social credit identifier system.
