Analysis of Market Access Rules on Consumer Electrical Products in Guangdong-Hong Kong-Macao Greater Bay Area

粤港澳大湾区是国家建设世界级城市群和参与全球竞争的重要空间载体。本文根据《粤港澳大湾区发展规划纲要》等相关文件精神,对大湾区相关产品准入规则和标准进行梳理及总结,通过对消费类电气产品的现行准入制度及标准概况介绍、标准比对评价等,从制度体系、标准体系、市场流通三方面提出大湾区消费类电气产品自由流通面临的主要问题,并对实现大湾区相关准入规则的科学衔接提出建议,在促进贸易便利化的同时,确保消费者安全及利益得到保障。

The Guangdong-Hong Kong-Macao Greater Bay Area is an important carrier for China to build world-class city clusters and to participate in global competition.In accordance with the spirit of the Outline of the Development Plan for the Greater Bay Area of Guangdong-Hong Kong-Macao and other relevant documents,the market access rules and standards for consumer electrical products in the GBA are summarized.With the introduction of current access systems as well as the comparison and evaluation of standards,the main problems in the free circulation of consumer electrical products in the Greater Bay Area are put forward in terms of institution,standards and market circulation.Suggestions for the scientific convergence and harmonization of access rules in the GBA are provided to help promote trade facilitation of consumer electrical products in the GBA while ensuring that consumer safety and interests.
