在新型电力系统建设和“双碳”目标的双重要求下,如何全面统筹规划安全和发展、速度和质量、成本和效益,是当前电网企业面临的新思考和新探索。本文以电网企业战略资产管理计划(SAMP)的制定和实施为切入点,从资产管理标准化的角度,为我国电力市场改革和能源电力低碳转型提供标准化支撑,助力电网企业开展资产管理体系建设实践,推进电网企业高质量发展。

Under the dual requirements of new power system construction and"double carbon"target,how to comprehensively plan safety and development,speed and quality,cost and efficiency is a new thinking and exploration for power grid enterprises.This paper takes the development and implementation of the strategic asset management plan(SAMP)of grid enterprises as an entry point,provides standardized support for China's power market reform and low-carbon transformation of energy and power from the perspective of asset management standardization,helps grid enterprises to carry out asset management system construction practices,and promotes high-quality development of grid enterprises.
