Construction and Improvement of Emergency Language Service Resources in China in the New Era

新时代应急管理体系现代化的进程,需要应急语言服务的科学化与专业化,重点在于应急语言服务资源的建构与健全。当前,中国应急语言服务资源建设存在人才缺失、基础设施缺乏、保障措施缺位等问题,需要进一步完备。首先,应通过制定应急语言服务专业人才培养方案、着力加强对应急语言服务专业非语言人才培养、向社会普及应急语言服务教育及建立人才数据库等途径打造应急语言服务资源人力基础。其次,应通过地方方言资源、多语资源、手语翻译资源、应急语言产品与服务技术的储备与开发,夯实应急语言服务资源物力基础。最后,应通过完善应急语言服务资源财政体制、引入社会多元资本投入、引导社会多元力量参与等方式,创设应急语言服务财力基础。

The modernization of emergency management system in the new era requires the scientific and professional emergency language services,with emphasis on the construction and improvement of emergency language service resources.At present,the construction of emergency language service resources in China suffers from the lack of professional talents,deficient infrastructure,and deficient guarantee measures.Firstly,the human resources should be prepared by formulating personnel cultivating programs for emergency language service professionals,with focus on cultivating professional non-linguistic talents for emergency language service,popularizing emergency language education to the society,and establishing a talents database;secondly,the physical base of emergency language service resources should be strengthened through the reserve and development of local dialect resources,multilingual resources,sign language interpretation resources and emergency language products and service technologies;finally,the financial base of emergency language service resources should be built by improving the financial system of emergency language service resources,introducing diversified social capitals,and guiding diversified social forces to participate.
