党中央国务院高度重视国有企业和民营企业协同发展。党的十八大以来,推动国有企业和民营企业协同发展的顶层设计日渐清晰,宏观层面国有经济与民营经济协同发展的格局基本形成,中观层面国有企业与民营企业行业互补分工和产业链供应链协作不断深化,微观层面国有企业与民营企业的要素交叉融合以及利益共同体打造持续强化。然而,目前国有企业与民营企业协同发展还存在着多层次认知障碍、制度体系仍待优化、协同发展程度参差不齐、协同发展方式亟需创新、协同发展效果尚未充分显现等问题。新发展阶段,进一步推动国有企业与民营企业协同发展,应坚持问题导向、精准施策、稳步推进、协作共进的原则,建立健全协同发展的内容体系,完善协同发展的支持性政策,构建推动协同发展的激励约束和尽职免责机制,创新协同发展方式,加强协同发展的对接和典型经验传播。

The CPC Central Committee and the State Council attach great importance to the coordinated development of state-owned enterprises and private enterprises.Since the 18 th CPC National Congress, the top-level design to promote the coordinated development of state-owned enterprises and private enterprises has become increasingly clear. At the macro level, the economic development pattern of “joint development of state-owned and private enterprises” has basically taken shape.At the meso level, the complementary division of labor, the supply chain and the industrial chain coordination between state-owned enterprises and private enterprises have been deepened. At the micro level, the cross elements integration of state-owned enterprises and private enterprises as well as the building of community of interests have been continuously strengthened. However, at present, there are still many problems in the coordinated development of state-owned enterprises and private enterprises, which include the following: there are obstacles in multi-level cognition, the institutional system still needs to be optimized, the degree of coordinated development is uneven, the mode of coordinated development is lack of depth, and the effect of coordinated development has not yet been fully shown. In the new development stage, to further promote the coordinated development of state-owned enterprises and private enterprises, we need to adhere to the principles of problem orientation, precise policy implementation, steady progress and coordinated progress. In addition, it is also necessary to establish and improve the content system of coordinated development, improve the supporting policies for coordinated development, build incentive-restraint mechanism and due diligence exemption mechanism to promote coordinated development, innovate the mode of coordinated development, and strengthen the communication of coordinated development and the dissemination of typical experiences.
